28 signature 3 blade. No lift

Who to send my prop to. No lift, have to use a bunch of trim to raise nose. Already have moved jackplate up n down but nothing. I have a 26 lighting et works awsome but hit limiter easy.

That's odd cause they normally have tons of lift.

I can bump my trim a couple of times with the et and it's on the pad , with the signature I have to hold the trim n it still wants to run flat. I have raised and lowered the jackplate but not much change.
