It's a "see through" window decal. The vinyl the photo is printed on has a bazillion tiny holes in it so you can see out from the inside like it's not even there but you cannot see in.
Darryl is a helluva nice guy. If you're interested just give him a call or drop him an email. All he needs is the general measurements of the window and a high resolution digital photo and he can make you one from the photo of your choice. ....as long as the photo is of a good enough quality.
