I have a 2023 Bassport pro elite with a 2023 Merc 250 R. For those running a 250R on their boats, do you guys have a fuel pump at the tank to assist sending fuel to motor or do y’all just have the fuel hose with the primer bulb?
I’m having issues with mine dropping rpm’s at speed. It’s not a significant drop in rpm’s, it actually feels like the hull sticks then frees up. I brought it to mechanic and they felt like it was the fuel filter on the motor. I changed it out and it helped for about a half of a tank of fuel and it started again. I have changed the fuel filter once again and same problem again. I have 50 hours on the motor and it’s done it since day one on break in. I will be bringing it back to mechanic if I can’t figure this out. The only other I haven’t tried that I will is to bypass the charcoal filter on the tank vent to make sure that’s not an issue.

Randy at Liborator and checkmate boats has had alot of 250,s. Bet he would have a pretty good idea whats up.

My boat is new and it has none of the EPA panda..... Wink! Wink! It pulls out super easy.

Before doing that I may be tempted to check the fuel outlet on the tank. The fitting may have failed.

I believe the installation manual for the motor says no primer or pump in front of the motor. The motor has a fuel pump (FSM) inside of it. It sits in the water at idle and is behind the lower covers in the midsection. It also has a priming procedure for filling the fuel rails. You could have bubbles as well. When you turn the key to on, but not start you will hear the FSM kick in and bring the system up to pressure.

Final thought. I fought an issue with my 450 for 50 hours that I thought was fuel line and hose diameter related. It turned out I have a bad plug wire and a bad plug. I got no error codes or anything. Because of the speed of the boat and the fact the issues only happened over 6000 rpm I couldn't find anyone local to look at it. Similar to yours it just pulled back RPM ever so slightly, almost like I was hitting the limiter. I happened to be reading the repair manual one day and came across the procedure for installing the spark plug wires and decided to check them. Problem solved.

Maybe you have fixed the issue by now. If not, hopefully this was helpful.
