How far south from Toronto would someone have to go to find liquid water and an open boat ramp?

Anywhere south of the Mason Dixon line should be open water.
In this cold you would need to look for moving water. I don't know much about the Niagara river. The Ohio River in southern Ohio may be feasible. Roy would know for sure.

Moving water with no icebergs. There are lots of bits of ice in the Detroit river. It's open water, but I would not run a fibreglass boat on a plane in it.

Yep I'm in northern ky on the ohio river. If you can take the cold you can boat.

You can get lost doing that. I haven't seen the 2011 video in a wHile. Seems so long ago already. I still lived in WA then. I just looked out my window and saw flurries. Terrace View iced over yet?
